The Transportation Planner performs various general and specialized professional planning functions, including creating and modifying Master Thoroughfare Plans, Capital Improvement Programs, Roundabout Studies, Complete Street Plans, Multi-Modal Plans, and modifying streets, trails, and sidewalk codes. This candidate assists with creating and implementing Comprehensive Plans, Strategic Plans, Existing and Future Land Use Maps, Zoning Maps, Unified Development Codes, Downtown Master Plans, Parks and Open Space Plans. This candidate is proficient in the technical and analytical components of access management regulations, street classifications, and multi-modal standards for creating and implementing planning reports and code, while providing development assistance services to municipal clients.
POSITION DUTIES:
Provide general municipal planning services to multiple clients.
Prepare written reports; communicate with Local Agency Staff, developers, and designers.
Respond proactively to Local Agency Staff and Officials, property owners, developers, and adjacent property owners.
Research, understand, and modify city codes and ordinances to facilitate effective change.
Help develop short- and long-range plans at the municipality and regional levels.
Prepares and presents detailed reports on development proposals to government bodies.
Perform, analyze, and provide research for the transportation planning components of plans and codes such as demographics, transportation function in relationship to land use, standards for driveway location and placement, street classifications, adding or modifying turn lanes, stop signs, and traffic signals.
Ability to recommend and modify the code of ordinances to address mobility and capacity issues.
Assist with the preparation, documentation, and improvement of review procedures, plan creation, and implementation efforts.
Perform Quality Assurance and Quality Control of others’ work.
When required, assist with staff planner functions for local municipalities.
Review permit applications and create a streamlined process for approvals in conjunction with the Comprehensive Plan, Master Thoroughfare Plan, among other plans, for compliance with the code of ordinances, regulations, plans, and requirements of other agencies.
Coordinate with other reviewers regarding the requirements for stormwater management, grading, sanitary sewers, water lines, transportation, site engineering, mechanical, electrical, plumbing, and structural issues
REQUIREMENTS:
Bachelor’s degree in Urban Planning, Geography, Urban Design, Civil Engineering, or related field
Minimum 5 years’ experience in designing or reviewing development submittals, creating transportation plans, and code interpretation for municipalities.
Proficiency with one or more software applications such as ArcGIS, MS Office (Word, PowerPoint, Outlook, Excel, Publisher, Teams and One Note), CADD, Synchro, and Highway Capacity Software (HCS)
Knowledge of Adobe Creative Suite (InDesign, Photoshop, and Illustrator) is preferred.
Ability to work cooperatively with developers, designers, local government officials and outside permit agencies.
Excellent technical writing and verbal communication skills
Ability to explain technical issues to non-technical municipal staff, officials, and residents.
Knowledge of basic principles and experience with stormwater management, water distribution, and wastewater collection systems
Knowledge of basic principles and experience with transportation facilities, including parking, roadway design, pedestrian and bicycle facilities, and accessibility requirements
Ability to manage and review work done by less-experienced reviewers.
Must be able to occasionally lift items up to 50 pounds without assistance and be able to walk and stand for an entire 8-hour workday, if needed
Ability to travel throughout Houston metropolitan area (own transportation)
