LCRA is seeking an experienced Geologist to serve in a multi-functional role on the Environmental Affairs team. A significant part of this role is to serve as the subject matter expert for LCRA’s environmental geology and hydrogeology investigations, groundwater monitoring, solid waste management, closure, and remediation projects, and compliance with waste management rules and policies. You will be trusted to:
Serve as the subject matter expert for the following programs and rules: the EPA and TCEQ Coal Combustion Residuals rules, Texas Risk Reduction Program, RCRA Industrial Solid Waste Classification and Management, Texas Spill Rules, Underground Injection Control Well rules, and Texas Railroad Commission rules.
Review proposed and final environmental regulations and legislation, prepare comments and other analyses, and implement internal programs, procedures, and/or policies accordingly.
Direct and oversee the Coal Combustion Residuals Program. Responsible for meeting all regulatory deadlines.
Prepare and seal Groundwater Monitoring Reports, Spill Response Reports, Groundwater Sampling and Analysis Plans.
Perform complex site assessments, including environmental impact and risk assessments of current and proposed facility operations and activities. Perform complex environmental inspections, environmental compliance audits and release/spill investigations.
Provide expertise and guidance performing Solid Waste Management Unit closure, review Phase I Environmental Site Assessments, design and review Phase II site assessments, and develop and review environmental sampling and analytical procedures and results.
Direct and oversee the work of outside consultants. Develop requests for proposals for environmental site assessment, site investigations, remediation, and other work described above.
Communicate with regulatory agencies as necessary. May represent the LCRA in external professional associations, or before regulatory bodies, local governments, or civic organizations as required.
Perform and/or review periodic compliance reports for regulatory agencies.
Responsible for maintaining records in accordance with LCRA’s policies.
You are a great fit with:
Bachelor’s degree (or Master’s) in Geology or Hydrogeology or related field and 5-10 years related work experience
Licensed Professional Geologist in the State of Texas
Relevant work experience at fossil fuel-fired power generation facilities; especially experience with coal-fired power generation facilities
Experience in implementing the federal and Texas CCR regulations
Experience in implementing TRRP

You qualify with:
Six or more years of experience in assessment, interpretation, implementation or administration of environmental regulations, programs or policies, including experience with preparing technical reports and communicating with regulatory agencies.
A degree(s) in environmental science, chemistry, wildlife biology, geology, ecological management, conservation science, business, engineering, risk management or relevant field may be substituted per LCRA guidelines for certain years of experience.
