The Transportation Systems Specialist is a full-time, exempt position with benefits and a preferred hiring range of $23.74 - $27.30 per hour (equivalent to $49,379.20 - $56,784.00 annually); however, an exact salary will be dependent upon the selected applicant's qualifications. The ideal candidate for this position will perform advanced specialized technical work analyzing and evaluating the City traffic control signal network and will develop and implement transportation plans, including serving as the leader of the transportation management program.
As the Transportation Systems Specialist, you will have the opportunity to:
Lead the transportation management program by developing and executing transportation plans;
Oversee the traffic data collection/analysis process;
Perform detailed traffic studies to measure traffic volume, speed, and contributing factors;
Analyze collected data to identify and forecast traffic flow, identify safety problems, and opportunities for improvements;
Prepare studies to recommend transportation safety and efficiency improvements;
Perform Traffic Impact Analysis (TIA) or review studies prepared by developments to determine need for traffic control devices and infrastructure improvements;
Maintain and/or supervise the management network of traffic signals, communications equipment and related software;
Administer traffic signal timing, coordination and time-of-day plan development;
Evaluate traffic control signage and pavement marking design, including making recommendations for improvements or adjustments to improve traffic safety and efficiency;
Prepare and maintain records and reports;
Developing, implementing and maintaining the Event Plans and Incident Management Plan, including coordinating with stakeholders and communicating with the Harrisonburg/Rockingham County Emergency Communications Center regarding traffic incidents;
Filing grant requests for transportation projects and programs;
Preparing and presenting information to City Council, neighborhood groups, citizen committees and others;
Administering the Neighborhood Traffic Calming program;
Responding to citizen inquiries and complaints effectively, courteously, and tactfully, including making any referrals of unresolved issues to the appropriate supervisor.
Physical Requirements: This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects. Work requires climbing, balancing, stooping, crouching, reaching, standing, walking, pushing, pulling, lifting, and grasping; vocal communication is required to for expressing or exchanging ideas by means of spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data; this position may be required to work at a computer for extended periods of time and is subject to inside and outside environmental conditions.
Any combination of education or experience equivalent to a Bachelor’s degree from an accredited college or university with coursework in Engineering, Transportation and/or Traffic Management, or GIS.
Valid driver's license.
Current possession of the following certifications or the ability to obtain within the timeline specified:
VDOT Flagger Certification within one (1) week of hire date;
VDOT Basic Work Zone Safety Certification within six (6) months of hire date;
IMSA Level II Field Signal Certification within eighteen (18) months of hire date.
The following are some examples of preferred experience but experience in these areas is not required for consideration if you meet the minimum requirements as stated above:
GIS, traffic signal installation, traffic control systems, maintenance and repair of traffic signals.
Utilization of traffic video detection, Trafficware Synchro Studio, Econolite traffic controllers and/or map creation or similar software.
The ideal candidate will have:
Policies, principles, analytical tools and concepts of transportation analysis and planning, including knowledge of pedestrian and bicycle planning and safety;
The Manual of Uniform Traffic Control Devices (MUTCD) standards and the application of the standards;
Computer/traffic-related elements, ranging from data collection methodologies to implementation of isolated traffic signal timing;
Methods, materials, equipment and techniques used in the electrical trade and traffic control field and GIS mapping data creation and editing.
Effective and efficient keyboarding skills.
The ability to:
Recognize and analyze traffic related problems, evaluating alternate approaches and making reasonable and justifiable independent decisions in accordance with established policies and procedures;
Utilize software which monitors, programs and maintains traffic equipment and general office software systems;
Supervise the work of others, work cooperatively with employees, and contribute to teamwork effort;
Organize and prioritize multiple tasks and projects effectively and efficiently and set and meet deadlines;
Establish and maintain effective working relationships with City officials, other public officials and representatives, employees and the general public.
