The City of Farmington, New Mexico is currently seeking a qualified individual to fill the full-time position of CITY ENGINEER. Under the direction of the City Engineer, the Engineering Division performs engineering design and analysis, drafting, grant writing and writing of technical specifications and reports for Public Works, Water and Wastewater Utilities, Parks, Recreation, and Cultural Affairs Department and other City departments. This division is also responsible for the MS4 (Municipal Separate Storm Sewer System) EPA permit compliance. Drainage and sidewalk ADA review of Building Permits and improvement plans for Subdivisions.
Prepare revisions to City of Farmington Technical Specifications; Prepare and oversee Annual Street Maintenance Contract; Develop, draft and submit applications for New Mexico Department of Transportation projects and Federal grant funding; Implementation of NPDES and MS4 Storm Water Management Plan per EPA requirements, including updating three City ordinances once new permit is issued; Design and Construct Storm Drainage improvements; Oversee Projects including Final Design, ROW Acquisition, Construction, and reimbursement; Inspect Building Permits and New Developments for drainage and MS4 Compliance; Assist Building Inspection in review of construction permits for sidewalk and drainage requirements; Provide support to the Water/Wastewater Utilities Division in design and/or oversight of water, sewer and solid waste projects; Design and manage NMDOT and other awarded projects; Continue to set up Work Management in HTE system; Coordinate Street Resurfacing Program; and Manage/Update VueWorks – Pavement Management Software.
Performs administrative, supervisory, and professional engineering work necessary to manage the engineering, construction inspection, survey, and traffic, divisions of the Community Works Department and to fulfill the statutory obligations of the City Engineer's position.
Works under the general guidance and direction of the Community Works Director.
Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.
Operates a motor vehicle to assist in carrying out the business of the department and the City.
Maintains responsibility for the design, survey, construction, and construction inspection of all street and storm sewers capital improvement projects.
Coordinates capital improvement projects with consultants, private contractors and affected city departments.
Manages state/federal grants on all assigned projects.
Provides advisory and expert witness services to other city departments on matters related to professional civil engineering.
Prepares the divisional budgets for review by the department head.
Participates in the development of the Capital Improvement Plan in terms of project priority recommendations and project cost estimates.
Provides project management for the construction of the municipal public works projects. Oversees assigned projects to ensure contractor compliance with time and budget parameters for the project.
Hires, trains, promotes, counsels, disciplines and evaluates performance of divisional staff.
Prepares operational guidelines for subordinate divisions and monitors response.
Coordinates the preparation of, or develops, reviews and updates the sanitary sewer, water, storm drainage, and street system maps, data base, and comprehensive plans.
Responds to public or other inquiries relative to engineering policies and procedures on specific projects and other information. Evaluates issues and options regarding municipal public works and makes recommendations.
This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.
Extensive background checks required.
B.S. in Civil Engineering or a closely related field combined with eight (8) years of increasingly responsible experience in civil engineering; street/highway experience preferred; or any equivalent combination of education and experience.
Registration as a Professional Engineer in the State of New Mexico required.
Valid New Mexico driver’s license with acceptable driving record for the past three years.
Thorough knowledge of civil engineering principles, practices and methods as applicable to a municipal setting; thorough knowledge of applicable City policies, laws, and regulations affecting Division activities;
Considerable skill in arriving at cost estimates on complex projects;
Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public; Ability to conduct necessary engineering research and compile comprehensive reports.
Skill in public relations involving various infrastructure problems under stressful conditions.
Ability to represent divisional issues before elected officials, advisory boards, and citizen groups.
Ability to establish and maintain effective working relationships with the Community Works Director, management personnel from other departments, employees and the public.
