The Deputy Executive Officer, Project Management will plan, direct and manage major projects within Metro, including large capital projects and management of large light rail transit projects.
Key Duties and Responsibilities
Establishes and monitors short-range and long-range project goals, budgets, schedules and strategies
Directs performance of services by consultants and contractors for successful completion of projects
Manages and directs third-party coordination related to project design and completion
Ensures all design and construction activities meet operations and maintenance quality standards and expectations
Represents agency and applicable division at meetings, conferences and public events
Directs the overall activities for delivery of light rail transit projects, including project development and support for conceptual design, oversight of preliminary engineering, implementation of design, bidding and contract award, construction, interface and coordination with internal and external stakeholders
Develops, implements, and directs policies, programs and standards for the overall functioning of assigned light rail projects
Provides expertise and leadership in the development and implementation of a comprehensive project management plan, including quality control for design and construction, change management and dispute resolution
Implements an integrated web-based project management and tracking and information system; oversees current information technology interface with other related Metro departments
May oversee or participate in a Public-Private Partnership procurement
Directs performance, evaluates work, reviews and approves progress payments for consultants and contractors to ensure compliance and consistency with agency department and project objectives
Directs, plans, assigns, monitors and evaluates the work of subordinates
Prepares and presents reports to executive and management staff, the Board of Directors, and outside agencies
Sets and implements project policies, procedures, safety and work standards and controls
Ensures compliance with Metro policies and procedures, as well as applicable state, federal and local regulations and laws
Contributes to ensuring that the EEO policies and programs of Metro are carried out
Required Experience and Education
Bachelor's degree - Engineering or related field
Five years senior management-level experience in the design and/or construction of a major capital program or project managing a large rail transit project
Master's degree - Engineering or related field
Experience overseeing and managing rail projects
Experience managing preliminary engineering
Experience interfacing with environmental/planning projects
Experience managing and overseeing the project development of P3 (Public-Private Partnership) projects
